Konflikti vis\u0101s pasaules mal\u0101s &#8211; pseidov\u0113l\u0113\u0161anas un represijas Krievij\u0101, milit\u0101ri apv\u0113rsumi \u0100frik\u0101, strauja dezinform\u0101cijas militariz\u0113\u0161ana autorit\u0101ro valstu nol\u016bkos &#8211; \u0161o sarakstu var turpin\u0101t \u013coti ilgi, bet galvenais, ko var noprast &#8211; demokr\u0101tija un tiesiskums \u0161obr\u012bd ir apdraud\u0113ti, un l\u012bdz ar to apdraud\u0113ta pasaules stabilit\u0101te. Latvija \u0161obr\u012bd to labi apzin\u0101s, t\u0101p\u0113c viens no m\u0113r\u0137iem ANO DP ir pal\u012bdz\u0113t pa\u0161laik apdraud\u0113t\u0101m v\u0113rt\u012bb\u0101m, stiprinot t\u0101s starptautiski, jo Latvija, k\u0101 neviens cits, \u013coti labi izprot v\u0113stures m\u0101c\u012bbu par \u0161o v\u0113rt\u012bbu cenu un svar\u012bgumu.<\/p><p>\u00a0<\/p><p><strong>Tiesiskuma lejupsl\u012bde<\/strong><\/p><p>\u00a0<\/p><p>Tiesiskums ir viens no demokr\u0101tijas st\u016brakme\u0146iem, jo nodro\u0161ina demokr\u0101tisk\u0101s sist\u0113mas \u201csp\u0113les noteikumu\u201d izpildi, un \u0161obr\u012bd jau k\u0101du laiku ir v\u0113rojama tiesiskuma principu degrad\u0101cija daudz\u0101s valst\u012bs. P\u0113c <em>World Justice Project<\/em> nov\u0113rt\u0113juma, 2023. gad\u0101 24 valstis piedz\u012bvoja tiesiskuma samazin\u0101\u0161anos. \u0160\u012b tendence ir ar\u012b v\u0113rojama jau ilgu laika periodu &#8211; 8 gadus p\u0113c k\u0101rtas.<sup>1<\/sup><\/p><p>\u00a0<\/p><p>\u0160aj\u0101 situ\u0101cij\u0101 nedar\u012bt neko noz\u012bm\u0113 iedrag\u0101t demokr\u0101tijas pamatprincipus, jo bez likuma varas demokr\u0101tija nav iesp\u0113jama. Nesp\u0113ja r\u012bkoties, lai \u0161o situ\u0101ciju ietekm\u0113tu, potenci\u0101li var novest l\u012bdz tam, ka likumu loma starptautisk\u0101s k\u0101rt\u012bbas uztur\u0113\u0161an\u0101 kritiski mazin\u0101sies, k\u0101 rezult\u0101t\u0101 valstu pretlikum\u012bgas darb\u012bbas nevar\u0113s tikt efekt\u012bvi sod\u012btas.<\/p><p>\u00a0<\/p><p><strong>Glob\u0101l\u0101s demokr\u0101tijas noriets<\/strong><\/p><p>\u00a0<\/p><p>Daudzas NVO un instit\u016bti ir dokument\u0113ju\u0161i tendenci demokr\u0101tijas norietam pasaul\u0113. Saska\u0146\u0101 ar jaun\u0101ko <em>Freedom House <\/em>reitingu, politisk\u0101s ties\u012bbas un pilso\u0146u br\u012bv\u012bbas samazin\u0101j\u0101s 31 pasaules valst\u012b.<\/p><p>\u00a0<\/p><p>\u0160\u012b lejupsl\u012bde ir da\u013ca no satrauco\u0161a procesa, jo jau 18 gadus p\u0113c k\u0101rtas \u0161\u012b br\u012bv\u012bbu un ties\u012bbu at\u0146em\u0161ana notiek visapk\u0101rt zemeslodei.<sup>2<\/sup><\/p><p>\u00a0<\/p><p>Pieaugo\u0161a nebr\u012bve ar\u012b bie\u017ei vien noz\u012bm\u0113 palielin\u0101tu konfliktu un represiju risku, jo re\u017e\u012bmiem vienm\u0113r vajag atrast k\u0101du pretinieku, pret ko var mobiliz\u0113t iedz\u012bvot\u0101jus.<sup>3<\/sup>\u00a0Konfliktu rezult\u0101t\u0101 br\u012bv\u012bbas un ties\u012bbas tiek apspiestas v\u0113l vair\u0101k, un \u0161is cilv\u0113knaid\u012bgais cikls turpin\u0101s. Iev\u0113rojam\u0101kais piem\u0113rs ir Krievijas pilna m\u0113roga iebrukums Ukrain\u0101 2022. gada 24. febru\u0101r\u012b, k\u0101 rezult\u0101t\u0101 Krievijas vald\u012bba mobiliz\u0113ja sabiedr\u012bbu pret jebk\u0101diem pretkara uzskatiem, un nodarbojas ar masveida represij\u0101m pret Ukrainas iedz\u012bvot\u0101jiem un Krievijas opoz\u012bciju.<\/p><p>\u00a0<\/p><p>\u0160aj\u0101 sare\u017e\u0123\u012btaj\u0101 laik\u0101 ir \u012bpa\u0161i svar\u012bgi aizsarg\u0101t demokr\u0101tiju, jo uz t\u0101s balst\u0101s daudzi starptautiskie meh\u0101nismi un instit\u016bcijas, un ar\u012b pati ANO. Atst\u0101jot demokr\u0101tijas norietu bez uzman\u012bbas, m\u0113s risk\u0113jam izn\u012bcin\u0101t visu past\u0101vo\u0161o starptautisko l\u0113mumu pie\u0146em\u0161anas iek\u0101rtu, kas noved\u012bs pie autorit\u0101risma uzplaukuma un \u201cspec\u012bgas d\u016bres\u201d atgrie\u0161anos starptautisko attiec\u012bbu dienask\u0101rt\u012bb\u0101.<a href=\"#_ftnref1\" name=\"_ftn1\"><\/a><\/p><p>\u00a0<\/p><p>\u0160aj\u0101 zi\u0146\u0101 Latvijas kandidat\u016brai ir \u013coti liela loma. Savu v\u0113sturisko atzi\u0146u m\u0113s esam ieguvu\u0161i un pareizi sapratu\u0161i, nost\u0101dot valsti uz demokr\u0101tiskas iek\u0101rtas att\u012bst\u012bbas ce\u013ca. Tagad mums ir v\u0113l liel\u0101ks izaicin\u0101jums &#8211; r\u0101d\u012bt visai pasaulei, k\u0101p\u0113c demokr\u0101tija ir svar\u012bga, ka t\u0101 nav garant\u0113ta, un t\u0101 ir nemit\u012bgi j\u0101att\u012bsta un j\u0101sarg\u0101.<\/p><p>\u00a0<\/p><p><strong>Ko dar\u012bt lietas lab\u0101?<\/strong><\/p><p>\u00a0<\/p><p>Gan tiesiskuma, gan demokr\u0101tijas noriets rada apdraud\u0113jumu likumos balst\u012btai starptautiskajai sist\u0113mai, jo l\u012bdz ar to autokr\u0101tiskas valstis stiprin\u0101tu kontaktus un starptautisko ietekmi, kas ilgtermi\u0146\u0101 var\u0113tu novest pie v\u0113l liel\u0101kas k\u0101rt\u012bbas nov\u0101jin\u0101\u0161an\u0101s, izn\u012bcinot p\u0113dejo iesp\u0113ju likuma ietvaros nosod\u012bt valstis, kas apzin\u0101ti darbojas p\u0101ri likumiem, un veikt k\u0101das darb\u012bbas, lai tas ietekm\u0113tu, piem\u0113ram, ievie\u0161ot sankcijas. Par savu DP kampa\u0146as priorit\u0101ti izvirzot tiesiskuma un demokr\u0101tijas stiprin\u0101\u0161anu, Latvija cen\u0161as nepie\u013caut \u0161o negat\u012bvo procesu.<sup>4<\/sup> \u0160aj\u0101 posm\u0101 b\u016btu svar\u012bgi iest\u0101ties ar\u012b par DP reformu, kas \u013cautu l\u0113mumu pie\u0146em\u0161anas procesos ieviest liel\u0101ku demokr\u0101tijas pak\u0101pi (palielinot valstu ar balsojuma ties\u012bbam skaitu) un atcelt iesp\u0113ju valst\u012bm blo\u0137\u0113t l\u0113mumus (atce\u013cot veto ties\u012bbas).<\/p><p>\u00a0<\/p><p>Esam non\u0101ku\u0161i svar\u012bg\u0101 br\u012bd\u012b, un \u0161obr\u012bd ir iesp\u0113ja aktualiz\u0113t un prioritiz\u0113t demokr\u0101tijas un tiesiskuma aizsardz\u012bbu. UNESCO apvieno, izstr\u0101d\u0101 un atbalsta da\u017e\u0101das iniciat\u012bvas, kas v\u0113rstas uz cilv\u0113ku izgl\u012bto\u0161anu, apm\u0101c\u012bbu un iedvesmo\u0161anu klimata r\u012bc\u012bbai. Sadarb\u012bb\u0101 starp R\u012bgas pa\u0161vald\u012bbu un R\u012bgas Tehnisko universit\u0101ti tika \u012bstenota \u201cKlimata diena skolot\u0101jiem\u201d, lai iedvesmotu skolot\u0101jus integr\u0113t klimata aktivit\u0101tes darb\u0101 ar da\u017e\u0101du kla\u0161u skol\u0113niem.<sup>18<\/sup> Papildu izgl\u012btojo\u0161\u0101m darbn\u012bc\u0101m, ko vad\u012bja universit\u0101tes m\u0101c\u012bbsp\u0113ks, projekts \u013c\u0101va R\u012bgas pa\u0161vald\u012bbas skolot\u0101jiem iepaz\u012bties ar pils\u0113tas m\u0113r\u0137iem un darbiem klimatneitralit\u0101tes sasnieg\u0161anai l\u012bdz 2030.gadam. \u0160\u0101da partner\u012bba \u013cauj praktiski veicin\u0101t pedagogu izpratni par klimatam draudz\u012bg\u0101m pils\u0113tpl\u0101no\u0161anas iniciat\u012bv\u0101m un apmain\u012bties ar pieredz\u0113m, mudinot vi\u0146us ieinteres\u0113t un izgl\u012btot skol\u0113nus klimata jom\u0101 jau no agra vecuma.
